The Return Service Agreement

The Return Service Agreement, known as the RSA, is a contract between the University of the Philippines Manila (UP Manila) and the student together with their parents or guardians, witnessed by the Dean of the college where the student is prospectively admitted. It is an absolute admission requirement for the health science programs of UP Manila, i.e. undergraduate programs offered by the following colleges:

  • College of Allied Medical Professions (CAMP)
  • College of Dentistry (CD)
  • College of Medicine (CM)
  • College of Nursing (CN)
  • College of Pharmacy (CP)
  • College of Public Health (CPH)
  • School of Health Science (SHS)

This means that any student admitted to these programs is ipso facto subject to the Return Service Agreement. A formal contract is nonetheless signed by all involved parties, making this agreement explicit.

To address the need for healthcare professionals across the country at least in part, the RSA was first implemented for students of CAMP  in 2011; it had previously already been implemented for the College of Medicine and the School of Health Sciences. The first students of the College of Allied Medical Professions (CAMP) who signed the RSA graduated in 2015 for BS Occupational Therapy and BS Speech Pathology, and 2016 for BS Physical Therapy (which was at that time a 5-year course). 

At CAMP, all matters related to the RSA, including orientations, public information, deliberations, decision-making and monitoring, are managed by the CAMP Return Service Program (CAMP RSP) Committee. The CAMP RSP Committee is composed of the CAMP RSA Coordinator; three Ex-officio members who are part of the Committee in view of their existing roles in the college, these are: the College Secretary ,  the Student Relations Officer , the Alumni Relations Officer , two additional faculty members, three student representatives (or one from each undergraduate program), and the administrative support staff (senior office assistant) assigned to RSA. The composition of the committee ensures that all key sectors affected by the RSA are represented and given an opportunity to be heard. All members of the committee are voting members, with equal weight given to each vote.

The RSA Contract and Handbook

  • The RSA Contract
    • The RSA Contract is the legally binding agreement between the student and their parent or guardian, and the University of the Philippines Manila. The contract is signed by the prospective student and their parent or guardian, submitted to CAMP for signature of the Dean, then transmitted to the Office of the Chancellor for the final signature. 
    • All students of the College of Allied Medical Professions submit 3 copies of the RSA Contract upon admission. 
    • After all signatures have been processed, graduates should claim their own copy of their contract, signed by the Dean of CAMP and the Chancellor. From 2026 onwards, notarization will no longer be required for processing of RSA contracts.
    • If you are a graduate of CAMP and do not have your copy of the contract, please ensure that you claim your copy and/or contact the RSP Committee to coordinate for pick up of your contract at CAMP.

  • RSA Handbook 
    • The RSA Handbook serves as the guide for implementation of the Return Service Agreement. It is in essence the Implementing Rules and Regulation (IRR) of the RSA. Students and graduates should refer to the RSA Handbook issued for their year of entry into the University since there may be minor changes from year to year. However, no revisions have been made since 2020.

Fulfilling Your RSA

  • Rendering Service
    • Once a student is able to successfully graduate and complete their 4-year degree at CAMP, two years of service should be completed within five years of graduating. PRC registration is required for teaching, clinical work (wellness programs included), and selected research work. Work done by our graduates should be in the discipline of the alumni’s undergraduate degree from CAMP, and should be for the provision or development of services in the Philippines for Filipinos. Other services may also be accepted as fulfilling the RSO based on assessment by the CAMP RSP Committee regarding how well the work is suited to the spirit of the RSA.
  • Job Approval Criteria and Requests 
    • The CAMP RSP Committee has updated the Criteria for Acceptance of Work Done as Fulfilling the Return Service Obligation (RSO) as of March 2024. We created this job approval criteria to ensure that the service rendered by our graduates is in line with service provision or development of services for our professions.

Reporting Service

  • Regular Monitoring
    • All CAMP Graduates are required to report the service they have rendered through online monitoring form at least once annually: https://tinyurl.com/CAMPRSPMonitoring. According to the RSA contract, this should be done every December 31st. However, the CAMP RSP Committee does not strictly implement the date of reporting, provided that graduates report at least once annually.
